Since April 2002, all U.S. consular facilities now issue the latest, state-of-the-art passport with enhanced security features including a photo-digitized image to U.S. citizens.
Consular facilities now send passport applications to the National Passport Center in the U.S. electronically. The new passports are prepared in the U.S. and then returned to consular facilities to be issued to the applicants.
As a result, the processing time for passport issuance is somewhat longer than in the past.
U.S. citizens applying for passports overseas are encouraged to apply early for renewal of expiring passports. U.S. citizens living in Slovenia will find that it will generally take up to one week from the date they apply before the new passport can be picked up at the Consular Section. It is a good idea therefore, to apply for a passport at least one week ahead of a planned departure date.
Emergencies: U.S. Embassies and Consulates will continue to issue passports in emergency cases, such as when a passport has been lost or stolen and the traveler is not able to wait 7 to 14 days for a new passport. Please be advised that emergency passports will not be the new-style, will have limited validity, and their validity cannot be extended. The bearer will be required to exchange his/her emergency passports for a full-validity new-style passport upon completion of his/her emergency travel. This can be accomplished at either a passport facility in the U.S. or at a U.S. consular facility abroad.
2. How to Apply for a New Passport

Q: What application do I use and where can I obtain one?
A: You may use Passport Renewal (Form DS-82) if you have a previous passport, (and) it was issued when you were 16 years old or older, (and) it was issued within the past 15 years, (and) it is not damaged, (and) you are able to submit it with your application. If these conditions apply, you will pay a fee of US $55 and US $12 of surcharge, total of US $67 for your passport renewal. You can pickup Form DS-82 at the Consular Section or you can download it.
If one or more of the above conditions does/do not apply, then you will need to submit Passport Application (Form DS-11). You will need to pay a passport fee US $55 for applicants age 16 or older; US $40 for applicants under 16, an execution fee (US $30), and US $12 of surcharge, total of US $97 and US $82 respectively. You can pickup Form DS-11 at the Consular Section or you can download it.
Q: What do I need to submit as proof of U.S. citizenship?
A: Submit one of the following as proof of U.S. Citizenship:
A previous U.S. passport. If you are applying for your first passport or cannot submit a previous passport, you must submit other evidence of citizenship.
A certified birth certificate if you were born in the United States. This must show that the birth record was filed shortly after birth and must be certified with the registrar's signature and raised, impressed, embossed, or multicolored seal.
Certified copies of birth records can generally be obtained from the bureau of vital statistics in the city, county, state, or territory where you were born.
If is not possible to submit a birth certificate, please submit the best secondary evidence possible. Examples of such evidence include a baptismal certificate, a hospital birth record, or school records.
American citizens who were born outside of the U.S. should submit one of the following as evidence of U.S. citizenship:

Q: What should I submit as proof of identity?
A: You must be able to establish your identity to the satisfaction of the consular officer. The following items are generally acceptable as evidence of identity if they contain your signature and if they readily identify you by physical description and/or photograph:

Q: What are the specifications for the passport photos and how many must I submit?
A: Please submit two recent identical photographs. The photographs should be 5 x 5 cm in size. The image size measured from the bottom of your chin to the top of your head (including hair) must be not less than 2.8 cm or more than a maximum of 3.5 cm. Passport photographs may be either black and white or color; they must be front view, full-face, taken in normal street attire, without a hat, with a white or light-colored background.
Q: What is the fee?
A: Applicants age 16 and older who qualify for using Passport renewal (Form DS-82) as explained above pay the fee (US $67).
Applicants who do not qualify for using Passport renewal (Form DS-82) as explained above, pay two fees: a passport fee (US $67) for applicants age 16 or older and an execution fee (US $30); US $82 for applicants under 16.
Q: How can I pay this fee?
A: You can pay the fee in cash, either in U.S. dollars or Slovene tolars. Major credit cards are also accepted, i.e. Visa, MasterCard, American Express, Novus/Discover, Diners or purchasing cards displaying the Visa or MasterCard logo.
Q: What if I have no money to pay the fee?
A: Applicants who are unable to pay the passport application fee because of misfortunes beyond their control (robbery, loss, etc.) may qualify for an emergency loan to pay the fee.
Q: For how long is the passport valid?
A: Generally, passports for applicants aged 16 or older are valid for 10 years from the date of issuance. Passports for younger applicants are valid for 5 years. Emergency passports are generally valid for one year.
3. Lost or Stolen Passports:
If your passport has been stolen or lost, it is recommended that you report the loss or theft both to local police and to the Consular Section as soon as possible. It is also recommended that you call the Consular Section before coming in to apply for a replacement passport. The consular staff can review all requirements with you in advance and avoid unnecessary delays. Applicants applying for passports to replace a lost or stolen passport must use Passport Application (Form DS-11) and will need to pay two fees as detailed above.
4. Requirement that BOTH Parents Must Consent to Passport Applications for Children Under Age 14
Since July 2, 2001, all passport applications for minors under age 14 require that both parents must acknowledge consent for the child to be issued a passport. This can be accomplished in one of the following ways:
Both parents appear together and sign the child's passport application; or
One parent appears and signs the application, and submits the other parent's Statement of Consent: Issuance of Passport to a Minor Under Age 14 (Form DS-3053) authorizing passport issuance for the child; or,
in lieu of this form, submits the second parent's written consent (including the child's name and date of birth) authorizing issuance for the child;or
One parent appears and signs the application and submits primary evidence of sole authority to apply
Statement of consent from a non-applying parent must be notarized.
Parents or guardians consenting to the child's application must furnish evidence of their relationship to the child. To accomplish this, parents or guardians should be prepared to submit one of the following:
The child's certified U.S. birth certificate (with parents' names); or
The child's certified foreign birth certificate (with parents' names and translation, if necessary); or
The child's Consular Report of Birth Abroad (Form FS-240, with parents' names); or
The child's Certification of Birth Abroad (Form DS-1350, with parents' names); or
An adoption decree (with adopting parents' names); or
A court order, which establishes custody; or
- A court order, which establishes guardianship
Note: if the parent(s)' or guardian(s)' name(s) is/are other than on these documents, evidence of the parent(s)' legal name change is required. Parents or guardians must also submit evidence of their own identity. This can be accomplished by submitting one of the following:
The parent(s)' valid U.S. or foreign passport with a recognizable photograph
The parent(s)' Naturalization/Citizenship Certificate from the INS, with recognizable photograph
The parent(s)' Alien Resident Card issued by the INS
The parent(s)' valid U.S. Government ID
The parent(s)' valid Official U.S. Military IDThe parent(s)' valid drivers license
Applications for minors under the age of 14 should include Passport Application (Form DS-11).

5. Extra Passport Pages
If you require additional passport pages, consular staff can attach a supplement of 24 extra pages in your passport. There is no additional charge for extra pages. Please complete a form DS-4085 Application for Additional Visa Pages, available at http://travel.state.gov/pdf/ds-4085.pdf, and bring it to the Embassy during normal working hours.
6. Change of Name
Effective September 26, 2005, as an additional security enhancement, the Embassy will no longer amend valid passports. Instead, if you wish to change your name as it appears in the passport, extend the validity of a limited passport, or correct a printing error, you will have to apply for a replacement passport.
If you wish to change the passport data within one year after issuance of the passport, you will need to submit a U.S. Passport Re-Application Form (DS 5504), which you can download here http://travel.state.gov/pdf/ds-5504.pdf, together with the passport that needs the change, the documentation required (such as proof of the name change), and new passport pictures. There is no charge for this service, and you will usually receive your replacement passport within one week.
If you wish to change the passport data more than one year after issuance of the passport, you will need to submit an Application for Passport By Mail (DS-82), which you can download here http://www.travel.state.gov/pdf/DS-82.pdf, together with the passport that needs the change, the documentation required (such as proof of the name change), and new pictures. The cost includes the $55 application fee and $12 security surcharge, for a total of $67. Of course, if the requested data change is due to a printing error, there will be no charge. You will usually receive your replacement passport within one week.
