CRIMINAL RECORD CHECKS FOR U.S. CITIZENS
U.S. citizens have to submit an FBI records check AND a certificate from the person’s local or State Police Department as proof of no criminal record in the United States when applying for a residence permit in Slovenia for the first time.
LOCAL POLICE CHECK: Go to your local police department where you reside or last resided in the United States, request that the police conduct a criminal records search and provide you with a document reflecting that there is no history of a criminal record. Local police departments may require your personal appearance in order to conduct the search.
FBI RECORDS CHECK: Any American citizen can apply directly to the FBI for a criminal history search. Inked fingerprints on an approved card must be submitted with a signed request and certified check or money order for $ 18.00 to: FBI CJIS Division, Attn: SCU, 1000 Custer Hollow Rd., Clarksburg, West Virginia 26306. If there is no criminal record, a report reflecting this fact is provided. The FBI will not provide copies of arrest records to individuals other than the subject of the record.
GETTING YOUR FINGERPRINTS TAKEN: U.S. citizens should be able to obtain fingerprint cards from their local police departments. U.S. embassies and consulates do not generally provide this service.
The FBI record does not necessarily require that the fingerprints be taken by a law enforcement authority; any person can do so. The FBI states that fingerprints must be clear and readable and all information boxes in the card must be completed. Any smudged fingerprints will be returned unprocessed. A common error is to the use of too much ink, which smears the print. The information is available at:
http://www.fbi.gov/hq/cjisd/fprequest.htm
U.S. citizens and foreigners should be able to download the fingerprint cards from the FBI homepage: http://www.fbi.gov/hq/cjisd/pdf/fpcardb.pdf.
The Slovene police does not provide fingerprinting services for non-Slovenian citizens.
AUTHENTICATION OF POLICE AND FBI CERTIFICATES OF LACK OF A CRIMINAL RECORD:
Slovene authorities require additional authentication by Apostille after you obtain the FBI and Police Department certificate. The Secretary of State and the Deputy Secretary of State of the individual U.S. states provide the Apostille. A list of State Authentication Authorities can be found at: http://travel.state.gov/family/abduction/hague_issues/hague_issues_562.html.
